Local tour Permit Guidelines

 

Leaders should use good judgment and prudence when conducting all Scouting activities.

  1. Local Tour permits are mandatory and are to be filed within two (2) weeks of the planned activity by units in the Utah national parks Council under any of the following conditions:
    1. The activity will require an overnight stay.
    2. The activity will involve "high risk" activities *such as white water, snowmobiling, Scuba, cave exploring, water skiing, repelling etc.)
    3. The activity is to a destination that requires more than 25 minutes legal driving time one way.
  1. A list of adults and youth attending must be attached. All must be registered with BSA for permit to be valid unless it is a parent, a visiting (short term) youth relative with parental permission to participate, or an individual who is not a member of the Boy Scouts of America who has been invited on the activity (with parent approval) for the purpose of interesting the youth in becoming a member of the Boy Scouts of America.
  2. Tour leadership is responsible for the health and safety of trip participants. Their attention should not be distracted by supervision of non-Scout age children. As stated in the National Publication Guide to Safe Scouting: "If a well-meaning leaders brings along a child who does not meet the age guidelines, disservice is done to the unit because of distractions often caused by younger children. A disservice is also done to the child, who is not trained to participate in such an activity and who, as a nonmember of the group, may be ignored by the older campers."
  3. Any Scout activity which extends beyond five hundred (500) miles must have a national tour permit filed with the council at least 30 days prior to the activity.
  4. Notes. Anytime anyone gets in a vehicle to travel any distance: on any Scouting activity:
    1. All passengers must use a seat belt. The driver must be properly licensed. Adequate insurance must be carried in compliance with BSA standards. When more than one vehicle is used they should travel as a group.
    2. Vehicles must currently be licensed and registered and in safe operating condition.
    3. Two deep leadership or more must be provided.
    4. The "Guide to Safe Scouting" should be read, understood and used by leaders in the Boy Scouts of America.
    5. The "Our Pledge of Performance" standards on the local tour permit are in effect during any Scouting activity.
